Hurm. Okay, I'm going to say this right off the bat - I followed Dissidia's developments, translated interviews and updates since the day it was presented in beta version until... now. I still follow the metagame and keep an eye out for interviews c'mon Dissidia 2.
So in regards to the Sahz issue, lolno. That's not what it was about. Nomura was asked, if he could put any FFXIII character in, who would it be? Nomura said Sahz, because he was Nomura's favourite character.
That's like me saying that I want Faris in over Bartz. In a more official example, it's like Nomura wanting Kain over Cecil (or even Golbez). In the end, the Main Character vs. Antagonist format won out.
I do believe that they'll expand the roster a little in the next one, plus add in Lightning. Because Lightning was under heavy consideration. She's the image of the game and the first playable character. She's the anchor of the game and pulls it together.
In spite of FFXIII being quite ensemble, Sahz does not have this. Sahz was just a flippant remark that really shouldn't be given a lot of weight. There is a chance he'd get in, if the roster was expanded from the 2-per-game formula. But there is also a good chance we'd see Snow or Fang in there too.
